Richard is the driving force behind NOVA Medical Exercise's business development and marketing efforts. He seeks to work and collaborate with physicians, trainers, community groups and corporations.
A lifelong martial artist and athlete, Richard is a graduate of the United States Military Academy (USMA) at West Point, and holds a Ph.D. in International Relations from the University of Southern California.
Dr. Downie served as the Director (Senior Executive Service-Level) of the U.S. Department of Defense’s Perry Center for Hemispheric Defense Studies for nine years.
During a distinguished military career, he held a wide variety of command and staff positions, serving as an Infantryman and as a Foreign Area Officer. His final U.S. Army assignment was in command of the Western Hemisphere Institute for Security Cooperation (WHINSEC), where he served as the Institute’s first Commandant.
Dr. Downie is on the faculty of the Thayer Leader Development Group at West Point, New York, as well as the Graduate Defense and Strategic Studies Faculty of Missouri State University’s Washington D.C. Program.
He has appeared on CNN/E, UNIVISION, NPR and many other media outlets regarding international security issues. In addition, Dr. Downie is a member of the Council on Foreign Relations.
